Hicham Boudraa

Mr. Boudraa is a graduate of Alakhawayn. He holds an MBA with a specialization in finance and a specialization in management. He also obtained the ISCAE CFC certificate in accounting and financial auditing in 2003, in Rabat.
He joined the Moroccan Investment Agency (AMDI) in October 2011 as Director of the Support Pole and was entrusted with the interim General Management of the Agency in October 2015.
He held this position until December 2017, when he took over the interim management of the Moroccan Agency for Investment and Export Development (AMDIE), resulting from the merger of AMDI, the Moroccan Center for Export Promotion and the Office of Fairs and Exhibitions of Casablanca.
Before joining AMDI, Mr. Hicham Boudraa has, between 1998 and 2006, taken on various responsibilities within the financial functions of Moroccan companies or international groups such as Glaxo Smithkline Sara Lee Courtaulds. He was then, between 2006 and 2011, Administrative and Financial Director and member of the Management Committee of the Moroccan National Tourist Office.
Mr. Hicham Boudraa, through his prestigious experience, his perfect knowledge of the Moroccan public and private ecosystems as well as his financial and managerial expertise, strengthens and consolidates the P2A team and contributes to the success of its missions.
Hakima FASSI FIHRI

With 25 years of professional experience, Hakima Fassi Fihri is a legal expert specializing in education, training, and international university cooperation.
She holds a degree in private law from Mohamed V University in Rabat and a master’s degree (DEA) in European law from Grenoble Alpes University. She worked in major international law firms (August & Debouzy; Norton Rose), before turning to higher education by joining the International University of Rabat (UIR), where she served as Director of International Relations and Partnerships and a a member of its executive board.
Since 2020, she has been working at Sorbonne University, where she coordinates the European project “4EU+ Alliance – European University,” involving eight top-tier European universities. Fluent in four languages—Arabic, French, English, and Spanish—Hakima teaches, gives lectures, and has numerous publications in the legal and societal fields.
Hafsa EL BEKRI

Hafsa EL BEKRI is professor (HDR) of international economics at the Euromed University of Fez and a researcher at the Research Institute of European, Mediterranean and African Studies, that she co-directed during 2022.
She holds a « Authorization to Supervise Research » degree in economics from the Mohamed V University of Rabat, a PhD in international economics and a Master’s degree in international trade from the National School of Commerce and Management. Her research projects focus on South-South economic relations, notably the internationalization of Moroccan banks in West Africa, regional value chains and regional economic integration in Africa through the AfCFTA project.
Hafsa is a member of the EU-Mediterranean and African Network for Economic Studies (EMANES) network of researchers and the team of experts of the Moroccan Institute of Strategic Intelligence.
She leads a Master programme on International Business at Euromed Business School and supervises international educational projects, notably the WTO Model. She has conducted surveys and studies related to foreign direct investment and African integration with international organizations (EU, OECD, AEZO, etc.).
Karim BASRIRE

Karim Basrire, based in Paris, is well acquainted with the economic relations between France and Morocco and more broadly between Europe and Africa with the different companies he has accompanied.
Throughout his career, he has kept a close link with the Kingdom, notably through the accompaniment of several projects and company creations in Morocco and Africa. After an experience within the French Chamber of Commerce and Industry of Casablanca, he created several companies, notably in the telecom and distribution sectors. His expertise has enabled him to accompany several consulting firms on Migration & Development issues.
Karim Basrire is a graduate of the Institut Supérieur de Gestion de Paris and has taken various courses in Finance and Management at Saint John’s University (New York), ICU University (Tokyo) and Sciences Po (Paris). He is a member of Maroc Entrepreneurs, the CGEM MeM and the Forum of African Diasporas.
Malak AGHERBI

Passionate about both business management and Human Resources, Malak Agherbi chose to begin her education with a Bachelor’s degree in Business Administration at the School of Higher Commercial Studies in Rabat. She continued her academic career with a Master’s degree in International Human Resource Management at the International University of Rabat. She started her professional career by holding various positions in HR management in companies operating in different sectors.
She joined P2A in 2021 as Office Manager – Administration & Finance.
Wissal GABOUTE

Wissal GABOUTE, 23 years old, holds a Master’s degree in Management from Rabat Business School UIR, after completing two years of ECT preparatory classes at the ICPGE of the International University of Rabat. Her passion for Investment Banking led her to specialize in Corporate Finance at Audencia Business School in Nantes, France. In addition to her finance studies, she also pursued a master’s degree in marketing. Wissal gained valuable experience through internships in marketing at a consulting firm and in financial actuarial work at an investment bank, further enhancing her skills in research, marketing strategy development, analysis, and financial management tools.
In 2023, Wissal joined P2A as a Junior Analyst.

M. Khalid Temsamani

Doctor of Science in Chemical Sciences from the Université Libre de Bruxelles (1988), Khalid Temsamani is a University Professor at the Faculty of Sciences of Abdelmalek Essaâdi University in Tetouan (Morocco). He has held the positions of National Coordinator of Materials Science at the National Science Foundation (USA) and the Moroccan Ministry of Higher Education and Scientific Research, within the framework of Morocco-USA S&T cooperation (2006-2009). Subsequently, he served as Director of the Regional Observatory for the Environment and Sustainable Development of the Tangier-Tetouan-Al Hoceima Region (2011–2016) under the Moroccan Ministry of the Environment.
Professor Khalid Temsamani was Senior Advisor in the Climate Change, Biodiversity, and Green Economy Directorate at the Moroccan State Secretariat for Sustainable Development (2016-2018). He also served as the former Secretary-General of the Mediterranean Climate House Foundation in Tangier and a member of the executive board (2018-present). Since 2018, Khalid Temsamani has been a climate change negotiator and a member of the African expert group supporting climate negotiations.
He held the position of Climate Change Adaptation Advisor for Water Resources at the Water, Environment, and Blue Economy Division of the Union for the Mediterranean in Barcelona (2018-2020) and was Director of the Scientific Francophonie Observatory at AIFS-AUF Rabat from February 2023 to July 2024.
Since July 2024, Khalid Temsamani has been the Strategic Director of the Science Policy Platform for Climate Urgencies (SPP-C), whose Secretariat is hosted by P2A in Rabat.
